Selling furniture and wood products in the EU
Furniture hits three regulatory layers at once: GPSR for the consumer product, EUDR for the wood sourcing (plot geolocation, deforestation-free), and formaldehyde emission limits on panels. This page covers the full stack.
Wood-product importers carry one of the heaviest compliance loads in the entire EU system. The EUDR delay is the window to build the plot-level data collection — start now.
The questions
I make furniture from wood. Does the deforestation regulation apply?
If the wood or any wood-derived component is on the EUDR annex list — yes. That includes solid wood furniture, plywood, MDF, paper-based packaging and certain boards. Geolocation of the forest plots where the wood was harvested, proof of no deforestation after 31 December 2020, and a due diligence statement before customs. Delayed to 30 December 2026 for large operators.

Does GPSR apply to furniture?
Yes — furniture sold to consumers is inside the GPSR, which means a Responsible Person established in the EU and named on the product. Furniture often gets overlooked because sellers think it is 'just furniture' — but it is a consumer product like any other.

Are there formaldehyde limits on wood panels?
Yes — the EU sets formaldehyde emission limits for wood-based panels (particleboard, MDF, plywood) under the Construction Products Regulation and the chemical framework. E1-class panels emit ≤0.1 ppm; E0 is even lower. Furniture from non-certified panels can fail indoor-air-quality tests in Germany and the Netherlands.

What must be on a furniture label?
The Responsible Person's name and EU address, the manufacturer's name and address, a product identifier, and safety warnings where applicable (tip-over risk for tall units, for example). Under GPSR, this information must be visible to the consumer.

What does furniture compliance cost?
EUDR plot-geolocation from your supplier: the real cost is in the data collection (which should start now, during the delay). Responsible Person: €200–800/year. Formaldehyde testing: €300–1,000 per panel type. GPSR documentation: hundreds. Budget €2,000–5,000 for the first furniture product, plus the EUDR work.

Does the EU Timber Regulation still apply?
The EUTR (995/2010) requires legality of harvest for timber products — and remains in force until the EUDR fully replaces it. In practice, wood-product importers currently carry both regimes: EUTR legality now, EUDR deforestation-free from the delayed dates. Check which applies to your specific product and timing.
